In Reading, Pauline and Simon are struggling to deal with the challenging behaviour of their young disabled daughter. In South Sudan, a 15-year-old boy embarks on a perilous journey to escape the atrocities of life in his country. Both will become vitally dependent on services which politicians, safely cosseted in their Westminster village, are rendering increasingly fragile. With finite resources, how can decisions best be made about who has the greater need? And what role can a local community play in responding to these pressures?
